Yes, you can raid 10 and 25 on the same week.
Edit: 25 always give better ilvl compared to 10.
Heroic didnt happen till later raids. Before that they had hardmodes.

From what I am understanding, in phase 1 wrath, a character can raid 6 times per reset. 3-10-person raids and 3-25-person raids.
No there’s no hardmode encounters or Heroic toggle, pre-Ulduar 25 man is what Blizzard considered “hardmode”.
But yes, technically there will be 6 lockouts you can do with 10 & 25 man EoE, OS, & Naxx

It isn’t until TotC that you had the massive overlap of lockouts that I believe (confirm or no confirm this) they changed as well.
Naxx you can run it on 10 and 25 and their is no heroic mode.
Uld you can run 10 and 25, the hardmodes are ACTIVATED though how you do the encounters thus are in the same lockout.
TotC had the toggle system to h or n. So in the past you could do 10, 10h, 25, 25h but I believe that’s been changed so you can do 10 of one h or n and 25 of either h or n.
ICC was the same as TotC but probably also has been modified to the new model of TotC.
ICC was not the same, only togc had 4 lockouts. ICC heroic was on a boss by boss basis, it never allowed you to do both heroic and normal.

I would assume that they’re going to change ToGC so that you can switch on a boss-by-boss basis, like you could back in ICC during retail WotLK. But that’s just my assumption.
This is kind of a nit-picky correction, but I wouldn’t differentiate it by phase but rather by instance. ToC & ICC & RS are the instances that have a “heroic” difficulty setting. No other instance will have it, even later on in the game’s phasing. For example, Ulduar won’t be given a heroic mode even during Phases 3-5.
Back during retail WotLK in ICC you could swap difficulty on a boss-by-boss basis. So you weren’t prevented from doing normal if you did a single heroic boss and vice versa. And like I said to the other poster, I expect ToC to work the same during WotLK Classic.

10 = ilvl 200 KT = 219
25 = ilvl 213 KT= 226

I would argue that Phase 2 has more than “normal” raids. It has hardmodes for each boss fight, that if you meet the criteria to trigger the hardmode, engages a significantly more difficult fight, and drops better gear for beating this significantly harder fight.
I am confused. Your saying phase 2 has heroic/hard mode and normal mode?
originally,
naxx/sarth/maly had a 10 and 25man separate lockout. with hardmode options in Sarth within the lockouts.
ulduar had a 10 and 25man separate lockout with hardmode options within.
ToC HAD 10n, 25n, 10h, 25h but this time around will only have two. i don’t recall details. i think 10N/10H and 25N/25H.
Phase 2 will be ulduar and it will have " hard modes" all that is tho is you setting up the fight thats harder on the raid.
For instance in phase 1 you will have Sartharion, you can make him a hard mode by not killing any of the drakes and thats called Sarth 3 drakes since it makes you fight Sarth and all 3 drakes at once.
Naxx has no hard modes.
Ulduar has hard modes for most bosses.
For example, a few hard modes in Ulduar include:
Flame Leviathan has towers around his area, that if you destroy all the towers before engaging the boss, the fight is really easy. Then he drops standard loot. Then you can choose to leave some combination of the four towers up… but each tower you leave up gives him a buff that makes him harder to kill, with four towers being the hardest encounter, and he drops better and better loot the more towers you leave up.
Mimiron is already a tough encounter, but in the back of the room there’s a big red button that says do not press. If you press the button, he goes berserk, and drops better loot if you kill him while he’s berserk.
Yogg can only be engaged once the four Keepers of Ulduar are defeated, and once you defeat them, you can send them down into Yogg’s prison to help you with the encounter. Each Keeper gives your raid a buff, and killing Yogg with fewer than four Keepers assisting gives you better loot, but is extremely difficult.
There is no “heroic difficulty” but the fights can be made significantly harder than the cookie cutter easy mode, and if you manage to beat the harder fights, you are rewarded.
