Does getting to 60 on 1 character open it up to any character on any server?
Example:
Moon Guard server Alliance Gnome Hunter gets to 60
Area52 server Horde Troll Warrior level 51 now has Threads of Fate option?
It works cross faction and is unlocked at the account level so I wouldn’t see any reason for it not to work cross server too.
Yes, just be sure to finish the main campaign and first chapter of your chosen covenant’s story on one character to unlock for all alts.

I do think you need to finish the entire storyline, not just reach level 60, but once you’ve done that, yes, any character on the account should have access to Threads of Fate option
