We saw those on Argus, they were not pretty.

We saw Broken Draenei who were corrupted by Fel who turned to Void, not Draenei who weren’t broken by fel turning to Void.
Just like the animes
No Draenei has ever been broken by fel.
Fel turns them into Man’ari. Void turns them into Broken.

Chronicle states the mist that transformed them was an offshoot of the Curse of Sethe that afflicted the Arrakoa, which is explicitly shadow in nature.
Argus shows other broken, who were also afflicted with shadow, to an even greater degree.
Being broken is a void thing, not a fel thing.
But… why? I feel like it makes no sense for there to be Draenei that are part of the void.

The curse of Sethe is shadow.
The Broken on Argus were transformed by the encroaching void energies released by the dying Naaru L’ura, who was being consumed by the void.
Being Broken is a Void issue, not a fel issue.
