If it’s basically neutral then maybe don’t single out “mainly Horde areas” since that’s an Alliance-centric view, not a neutral one.
It will draw mainly from alliance, so this faction and alliance together will probably be just half of wow as blood elves are other half just by themselves. If it gets to big, alliance won’t join them in battle so much and in certain zones be at war. It basically an alliance faction with trolls and Tauren along for the ride if they pay the price to abandon the horde.
Centaur would be perfect for the Horde…heh
Other than the fact the Tauren may have issue. You know. With the whole “centaur trying to eradicate the Tuaren population which lead the orcs to coming in and saving them” thing.
So it’s a second Alliance faction in everything but name only.

Yes, and blood elves, nightborne, other horde faction, since their arrogance will get the better of them.
