Have done the quest but I am not allowed to turn it in. I have abandoned and redone the quest a few times and there is still no where to turn it in.

I am also running into this bug. I have abandoned the quest as well as disabled all addons. The turn in never shows.
Same here, hopefully it gets fixed soon. After seeing the warbringer cinematic i was pumped for this quest line
Bugged for me as well. Running “The Ever Drowning” was also a mess. It stuttered as though lagging hard or bugged and I died 2 or 3 times even if I was under the shield.
Reloading and exiting the game still will not allow me to turn in “They Made Their Choice” - the NPC is just not there.
I just abandoned it and re-ran. Not Thalyssra is frozen in the purple area instead of being absent altogether. Still cannot turn it in. Submitted a bug report already.
Yeah same here. I have restarted the quest twice, turned off all addons, nothing is working
After abandoning it again and rerunning it Thalyssra is frozen in the same spot as the previous attempt (even after reappearing to begin the quest again).
I quit the game again and an update actually installed. This did not fix the bug for me though.

Deleting the cache also did not help. Thalyssra NPC is still frozen in the same spot.
BF and I ran into this issue too, we tried abandoning and the ghost disappeared. I read this post and so we kept the quest and left to do the quest “Diaries of the Dead”, while looking for the quest objectives he noticed the ghost was back. I ran over to him, talked to the ghost a 2nd time and this time we were able to turn in the quest. I guess you just have to run out far enough to reset the area and load it back in upon returning.
you’re talking about a different quest. this quest that is bugged is with First Arcanist Thalyssra - she is bugged

No, “They made their choice” was bugged the same as the others for us. We fought the mob, ghost was there, talked to ghost, the NPC wouldnt move from her kneeling spot, we abandoned, fought again, no ghost, kept the quest, left the area, came back and ghost returned, talked to ghost, then the quest turn in was available.
there is no “ghost” to talk to on the bugged quest we are discussing
I ran into this bug as well. Here is how I fixed it:
- Fully reset the quest. You have to hearthstone or ran far away, then come back. You should see Thalyssra completely gone. Now abandon the quest.
- Redo the quest. This time, you have to walk into the melee range of the boss, and defeat her there. It should be somewhere outside the purple circle. I guess thats why only casters in this thread.
- Thalyssra let you turn in the quest!

this quest is also bugged for me and is not working, have dropped it three times and still not working
Then you need to leave that area and have the ghost spawn for you. It gave me the turn in after talking to her friend Janius, which was a ghost.

leaving the zone first then staying in melee range / making sure thal doesnt get knocked back past the wall where the memory is helped
