This fish doesn’t exist. Six of us tried multiple hours over five days and not one of us caught it. It is impossible to finish the “Secret Fish” achievement because the Well Lurker does not exist. When you see someone with the Hyper-Compressed Ocean it’s actually a Blizzard employee strutting around with fantastical toys in order to give the impression that common players like us might somehow, against all odds, eventually win one if we try hard enough. Much like carnivals where they pay a few kids to walk around with large stuffed animals to hide the fact that the games are rigged an un-winnable, Blizzard probably has a quota system for all employees to show off these unattainable items and make fake posts in the forums like “I got my Well Lurker on the second try” or “Catching a Well Lurker in Nordrassil is easy.” Don’t be fooled! The six of us tried and tried and tried for almost a week and not a single Well Lurker was seen.
Swim down under the roots and you shall find him.
The only one I haven’t caught is the nighttime one. It spawns after my bed time.

Oops meant moonfish but yeah got him this afternoon.
I spent a good amount of time probably midway down the lake without getting the Well Lurker. I eventually swam all the way down and got it on my first bubble down there. It was just a little irksome.
The moonfish. I’ve “fished” all during the day and have caught all the others and probably 30 or so sunsoakers. But not him. Will have to log in early one day when I wake up between 4 am and 5:30 am.

That’s just hilarious that you’d write all that drama and fabrication when those fish bubbles are always there at the bottom of that lake.
There are a few more fishies I don’t have (the day And night ones) and some other “common” rare…Mimmic? Got something with that name but ended up being Nat the Drunk’s rep fish (already exalted).
Anyway, you’re doing it wrong, OP.
Easiest way to get these is to go to a flat floating island. Stand near the edge and watch them spawn in front of you.
Did that for a couple of nights. Kept catching the Kirin Tor rare and a whole bunch A WHOLE BUNCH of fountain goldfish. Also coins from the Wrath achievement which I completed during Wrath. Should at least gimme coins from the more recent fountain fishing achievement! But I got all the dead fish really quick…only cost me a 70g repair bill.
No night fish. No mimmic. No other blue fishies. This achievement is on par with Bigger Bag*…headache inducing.
*I went to Timeless a couple of times too. Got one thing from the rock rare. Nothing else. Killed all the bastidges by Ordon 3 times over and no robe. Also fell down and died from the bridge gap cuz forgot the cloak only works one way. It’s been a while! And my rare addon from back then doesn’t work now. Pits.

Go to nagrand in outland. The floating rocks there are better. Dalaran really only gives stupid fountain goldfish.

Sadly, if you’d just read Wowhead comments you’d have saved yourself a lot of time (not to mention all that creative energy invested in the conspiracy theories.)
Water-breathing potions will help make you feel more comfortable diving deep into the little lake that’s south of the portals back to the main cities, but the fishies aren’t visible from the surface, so you’ll be diving quite far. It’s actually pretty cool how far down that lake goes! The bubbles like to hide under and around the tangle of roots.
There’s apparently a quest with Magni that will phase one into a different Mt. Hyjal and that would need to be completed if it’s interfering with the fish spawns.
I’m sorry you’re having trouble with this step of getting your toy, but it’s very doable so rejoice! You, too, will soon be receiving paychecks from Blizz for showing off your own fancy fishing globe and keeping the forum dream alive. 
By the commutative property, the Well Lurker is therefore made of cake.
