Ten days now, 2 to 3 hours a day, still no Well Lurker. Five other friends gave up after five days. We tried all levels of the pond, various fishing buffs, looked up every guide and suggestion we could find. This is beyond the point of “The RNG doesn’t like you” and into the realm of “The game is never going to let you finish this achievement.” And Blizzard wonders why so many people leave the game without accomplishing achievements.
Sorry, we tried but we can’t help the terminally obtuse.
As for my secret fishie hunting…Nagrand was a bust. Went to Karangasang to try for the Mimmic, got the elusive night time fish instead. Still need mimmic and daytime one…which is too late now. Pooh.
Well, I don’t know why it’s not working for you, but I had the Well Lurker within minutes of swimming down into the water. It exists, people have gotten it, people have the toy.

As others have said, swim down and look around the roots of the tree. That’s where I found one first attempt.
It definitely exists, and the achievement is definitely do-able as I’ve got my Hyper-Compressed Ocean

@OP I went down into an open area below the roots… What I noticed though is that the bubbles will form 360 degrees from the caster… Above, below or nearby. If there are more than just a couple of you fishing, you’re going to see all kinds of everyone elses bubbles that you can’t click.
I caught the mimmic on that beach, but ultimately I think it is available anywhere in Pandaria, as the mimmic octopus that poster based his assumption is is obtainable anywhere along the shore… I had really bad luck with that one as well, tried everywhere… but that comment was gold.
The only buff you need is the one from the secret fishing goggles. You’re not actually fishing these up. They are in bubbles of water. If you can see bubbles rising to the surface of the lake, you’re not deep enough.
Got my compressed ocean the other night. Just took about half an hour to get the elusive moonfish in Nagrand.
Finally got it! After trying for over an hour on three separate days with no luck I decided to get another alt started on it. Got the lurker on the first try. Very frustrating.

Surprised this thread is still up here. In case anyone from Blizzard is looking at this (which I doubt) I have run into this problem again with other collecting achievements. Spend weeks trying over and over to get that last item drop only to switch to an alt and poit it drops within minutes. This can’t be a simple RNG process if it keeps happening.
So, an important note: If you didn’t finish the quest yet which requires you to help Magni in Mount Hyjal, do it first, because even if you didn’t accept the quest, Nordrassil will be in a different phase, where the azerite elementals are rampaging, and not the “original” one where the npcs are standing around. I learned it in the hard way.
