I bought the epic edition of TWW. I am in the Beta. I start the game via TWW beta play button. I can copy my characters over and log into the game. However once I am in the game, no new quest pops up for TWW. I am unable to take the portal to the new capital zones because the game thinks I do not have beta access. But I am in the beta server and I have bought the epic edition.
Nothing can be done here. This is for the live game, not beta.
Can you post in the beta forum? (you may need to log out and back into the forums).
If so, that’s where you post about Beta issues.

First things first; make sure you log in to the beta servers;
These go to Eleven: server for lvl 80 templates, used to test M+ and raids only
Alleria (and other): Server for progression from lvl 70+
To start the quest make sure you are in the progression server, copy a lvl 70 or make a new templated 70. You should get the quest there to go to Sillithus and go from there, into Dalaran. In any case, the Questztauren that sends you to the Ilses of Dorn is there in Legion dalaran, portal room.
So, make sure you are in the correct servers and all that.
PS: there two tabs at the bottom, its possible its showing you PTR server, you can click the Beta tab to show the Beta servers

The game version is “The War Within Beta”. I just now saw that there is a different game version called "Public Test realm (TWW 11.0) and I have the option to download it. I guess that’s the one I need to login to? Downloading it now.

Appreciate the help, I don’t have access to that forum unfortunately. I logged out and logged back in, but my account doesn’t register that I have beta access anywhere. I tried to buy the epic edition again, and it told me I already bought it. Oh well, not like I’d been playing wow anyway recently.
Sometimes, it will take a couple times of logging in or out. The forums can be tricky at times.

You can try resetting ur PW. That can sometimes kick start it.
Also the PTR isnt the one u want to DL its the beta.

Yep, FYI the 11.0 PTR is for the pre-expansion event only, not TWW.

It looks like you have the proper license to post, so I’d try logging out and in a few times and/or try resetting your password. That should hopefully force the forum account status to update.
