I find it amazingly ironic when people use "we have enough elves" as their reasoning.
The most played races are humans, void elves, night elves, and blood elves.
Clearly the majority of the playerbase is drawn to elves/humanoids. You now have two races of orc, troll, space goat, and dwarf .... but that's not what the players at large want to play. Sure ... let's create more of those so you can splinter the small percentages even further .... or create more gnomes and goblins (the most underplayed races).
Why should the devs invest time and resources into allied races that a very small percentage of the players would play when the biggest bang for their buck is humans and elves?

As someone that has been involved in this argument for literal years (Yes... I've been dealing with this "discussion" since at least the beginning of MoP), I highly suggest that if you understand what Ion said, do not engage.
Every single of the arguments in favor of having unaltered Blood Elves with blue eyes in the Alliance has been countered ad-nauseam. Everything, from "B-but the lore!", where they simply love to cherrypick only the parts that are convenient to them, to "B-but Pandaren!" where they won't understand that making a race that has been playable for 10+ years neutral can't be compared to a race that was initially introduced and pitched as neutral (With the bonus "B-but whe have Void elves!" where they overlook the fact that they were altered for a reason). Every single thing.
My suggestion, as I said, is to not engage and let the same handful of people take turns and rotate alts to keep this bumped, so at least they remain contained in this one chamber.

Heres my idea on how to solve the High Elf problem.
So. We tie their arms behind there backs. Blindfold them.
Stick them in the front lines.
Let them lead the charge.
Let them all DIE.
Now no one gets to play a completely wiped out/dead race.

The people ranting and moaning on the topic just make me shake my head...especially the ones claiming they'll unsub if Alliance High Elves/Silver Covenant are ever made playable. I'd feel fairly confident betting $50 that they won't; it's all puff and bluster and while they WOULD !@#$% about it on the forums for a few weeks, they'd eventually grumble and find something else to whine about.
1) This is a computer game. We're not really members of these two fictional factions and we're certainly not zombies, orcs, and elves in real life. Having a sense of pride in your preferred faction is fine...just like preferring a particular sports team in real life is fine, as long as you don't take it to a stupid extreme.
2) "How would you feel if they gave humans to the Horde or orcs to the Alliance?" Me personally? I wouldn't care. If they make light-infused undead/Redeemed an allied race and give them to the Alliance, will it stop me from playing this character or my other Forsaken? Or, on a more related note, will it stop me from being able to play my blood elf main or from making any new blood elf characters? No. If high elves DID become playable, would I waste money race-changing them? No...because they're blood elves, and Horde characters.
Seems to me the people who want high elves can't win no matter what they do in the eyes of the rabid anti-camp. 1) if they want the original Thalassian model that the current Alliance-loyal high elf npcs use "Wah!!! you want to steal our model AGAIN!" or 2) If they want a different model, to perhaps to reflect interbreeding with humans to make them visually distinct from blood/void elves "wahhh! You want a BETTER model!" >__>
Seriously kiddies, grow up and let other players want what they want. It won't stop you from being able to play Horde or your pretty pretty blood elves. And if you're confused as to what faction that other character loitering around Dalaran is, look at what color text is floating above their head and whether or not they're able to attack you in pvp.

Because the only cerebral opposition thus far that this thread has had would be Arrowshooter and maybe a couple of Tyierins posts as he's at least trying to cite lore, while everyone else is resorting to attacks and trolling.
That being said, I encourage everyone who wants an actual discussion to get back on topic as Althenar has suggested instead of entertaining toxicity.

I'd support this, or at least give forsaken players the option to use the Chinese version of the model, the ones that covers the exposed bones

Main item I can see they saying "No," on is the same reason why they are probably shying away from shared races between factions since Pandaria. They'd want the enemy to be recognizable at a glance overall. Hence why Void Elves are the first attempt to give Alliance High Elves and still follow this philosophy.
With Blood Elves/High Elves being so close together visually they need something to make the models visually different for players despite the skeletons being the same. (In BE/VE case it's skin color and Nightborne/NE still look different enough to be able to tell at a glance). HM Tauren get away with the horns being different and also being the same faction for the model as with the LF Draenei.
Additionally I don't think they anticipated the number of players who would be unhappy with VE or figured the response to High Elves would be "Horde Favoritism, we just get Blood Elves copy/paste with different eyes/LOL We get pointy ear humans, short humans/short humans on fire, shorter humans and big/tall humans wtb something different." Think of the horse debacle as an example for what they figured the response would be. (While supporters of High Elves may not see it this way plenty in the community probably would).

Will you get High Elves in BFA?
Probably not.
Will you get them in the future?
Possibly, but they would be a new or heavily modified skeleton/body setup to Blood Elves. (Think Vulpera to Goblin models). This is also for the fact they most likely have to develop a new body/model to make them different enough looking enough to not just be a copy/paste. They would also have to develop the voice work as well. This kind of development would take a bit of time to do if it wasn't already road mapped in BFA.
TLDR - They won't copy/pasta BE's into High Elves with different voice work for game design reasons/lessons they learned in MOP, they will probably make a new rig for them if they make them at all. You won't see them in BFA, but probably as an additional allied race in the future xpacs due to the work required that hasn't been started yet. Like asking in WOD - Where are Worgen/Goblin model updates. (Coming Soon)

Sadly, this is irrelevant. Using lore, my personal standpoint, what game devs has said, etc - all of it doesn't ever mean enough to the pro high-elf crowd. This inability to let something go is very apparent, and honestly, comes off as unhealthy.

Edit: You know what? Screw it. The reason why her not being in the room is important is because of the implications involving allied race real estate. What do I mean? In the room you have Velen, Alleria, Moira, Tyrande, Mekkatorque, Greymane, and Turalyon. Assuming each of them represents an allied race, then all races (including a possibly neutral one) are accounted for. Have you realized the ALlied Races banner is the same length as the original one? It stands to reason that each racial leader is there with the intent of taking a slot on the Allied Races banner as someone to bring them in.
We're already 3 in. Alliance has DI Dwarves, Void Elves, and LF Draenei brought in by Moira, Alleria and Turalyon respectively. That means Velen, Mekkatorque, Greymane and Tyrande all have to still be accounted for. That's all the remaining slots on the Allied Races section. Vareesa not being in the room means she doesn't have a slot reserved for her, and we do have a finite amount of room available on that page. That is worth remembering.
