That’s because people are still leveling on Anniversary, and SoD has boosted xp levels so raiding is basically entry level content.

The truth of the matter is Anniversary has been out for nearly two months which is plenty of time to level up. The amount of people raiding now will be dropping off as new players hitting 60 soon, causing stagnation and an eventual decline. Calling it now!
