What are you smoking if you consider Telgus Rift a capital of anything? Remember if you’re visiting there as a non Void Elf, it’s an instance, not the player refuge. Just like when you paid a visit to the Exodar as Horde during Legion.

You can’t visit a neutral Exodar afterwards as Horde.

None of the allied races have a capital… the Mag’har don’t even have a portal to go back to where they came from.
It’s highly unlikely Blizzard plans to remove Horde access from Telogrus Rift, considering they did not do so for Gilneas.

horde players can visit the place after the quest is done and set their hearthstones there IIRC.
They serve as their races’ city absolutely, but you’re just lying to yourself if you think of them the same way we think of Stormwind or Orgrimar.

Gilneas is an aborted empty battleground which was just as Horde accessible since Cataclysm. All they did literally was drop NPCs without any revamp to the area itself.

You can’t enter any of he buildings that weren’t open to start with. It’s got some useless vendors, it has no portal, no inn, no bank, and no auction house…it doesn’t even have a portal spell that goes to it.

Not capitals that were structured the way Darnassus, Ironforge, and the rest were.
The only race that’s even close are the High Mountain Tauren which get a portal directly back to Highmountain and can actually even leave it. (of course doing so at lowlevel is certain death, but that’s details.) The Highborne had an almost simmilar situation but now if you try to leave that area of Suramar as a lowlevel the mages teleport you back and lecture you sternly.

Valdrakken would be a good neutral hub.
