Definitely not accurate. 490 ilvl in PvE gear is quite a jump compared to ~450-458 ilvl in PvP blues. That extra ~5% resilience will not make one difference. The PvP Power is certainly a factor, but the stat increases (in the example with Eeker) from much better PvE gear makes a huge dent in negating the power boost.
Same can be said with PvE groups. Welcome to coordination and teamwork in a randomized setting. Itâs all the luck of the draw.

Havent even started it, there really isnt much point to even doing it as we are all pretty overpowered. I guess if you are parsing it comes into play.
