Restore it as a horde leaning neutral kingdom. Have the forsaken prove that theyāve turned over a new leaf by giving amnesty to itās exiled population and allowing them to rebuild in a de-ogreād Alterac. The idea that an entire kingdom with a long history and culture deserves to be lost to time because of the actions of a singular monarch is, frankly, stupid.
Have one of the stipulations of aid be that the Frostwolves keep their territory (with the stormpikes obviously still fighting them over it) so as not to crimp on the AV lore too much.
Alterac is an opportunity to introduce another unique human culture. Gilneas, Kulātiras and Dalaranās strengths are that they set themselves apart from Stormwind. Stromgarde has been consigned to being mini-stormwind it seems. Itād be cool to see a culture built around a mountain home. Maybe, Alteraci have a unique religion they worship instead of or even alongside the worship of the Light? Itās a good opportunity and itās, in my opinion, more interesting than just having an orc/undead zone or a Ogre occupied ruin.
Giving amnesty to a group of thugs that want to enslave the orcs, and killing off the ogre clan members they (the Forsaken) sent to war under banshee possession to facilitate it. What a new leaf thatād be. All this to give humans the land back.

One, the idea that every citizen of Alterac joined the Syndicate is laughable. And even if we granted that as true, considering their kingdom was destroyed by the Alliance for the crimes of their monarch, their actions have mitigating circumstances.
Two, the ogres were mindless marauders that Sylvanas literally mind controlled into service that went back into being nothing more than marauders when they accidentally regained free will.

Iām not hard against the return of Isiden Perenolde or something, nor am I really heartbroken over the idea Alteracās narrative āpunishmentā remains permanent. And I donāt think this needs to be something where Calia and Voss bake them a pie, either.
As for mitigating circumstances, werenāt the Vanilla Syndicate led by that monarchās heir? Iām not suggesting every single person in the country would have joined up, but itās always been what constitutes a lasting national identity for Alterac in WoW. Correct me if Iām wrong but I genuinely think itās also all they get, unlike say Lordaeron getting the Forsaken, the Argents, and the Scarlets - on top of people who just assimilated into Stormwind or Theramore or wherever.
Now imagine if Kulātirasās only cultural touchstone in lore was the Founding of Orgrimmar campaign or if Blizzard had never thought to have an enclave of Highborne Night Elves develop into another Elven offshoot. Saying āthis group has only ever been thisā is not a very cogent argument against developing old factions in new ways.
Hence why in Alteracās case you really need a figure like Isiden to do the heavy lifting. The Syndicate, again, were led by the only surviving heir we got to meet and were busy being the only people other than ogres and Forsaken who cared about Alterac City.
With Kul Tiras, Vanilla gave the Alliance Jaina, who we knew was no Daelin - and it let the Horde clean up the last of Daelinās failed final campaign. We knew this wasnāt it. We knew Kul Tiras was still out there, and if the RPG was to be believed, even another Proudmoore son.
With Alterac we seem to have seen all there is - except Isiden.
Iām not against adding dimensions to the Syndicate to sympathize them and give examples of visions deviant from Alidenās, either.
Aliden is the Son of Aiden Perenolde and was distinctly in disagreement with his father over what happened involving Alterac so why would anyone want his syndicate and not his fatherās group of Alteraci Humans!?
Aiden Perenolde would be an interesting Horde Leader to say the least. A man who cared more about his people(to the point where he would backstab the other nations) than about his personal image unlike his Son.

Aliden Perenolde was from Alterac. Captain Skarloc was his friend, but when Aliden Perenolde chose to go to Alterac, he chose to stay with his Lord and Mentor, Aedelas Blackmoore.
On a new Alterac City though, Iām really imagining a newly constructed city/fortress - high, new Forsaken walls and towers at the entrance as a start violet and charcoal contrasting the bright snow. Through the spiked gates in this near right section Frostwolf stables, baby frostpups and all, an impressive large shaman stone in the center like shown in Frostfire Ridge and the AU Frostwolves, campfires, updated/WOD orc, tents, cabins, and other structures, your typical, random, leather working trainer and so on, grunts training, kids running around.
Further down the main entrance and slightly to the left we have a beautifully gothic Forsaken lab and apothecary, spiking zeppelin tower, lines of canons and catapults, irrational electoral currents surging through various doodads becauseā¦ reasons.
Further to the right rear but a street of these ornate Bavarian post and beam row homes and businesses, your general and trade good venders, inscription and alchemy supplies, etc. Forsaken and Frostwolves conversing, a few Blood Elves, tuaren, and trolls hanging around because why not?
Centered the joint Forsaken and Frostwolf headquarters in this ornate, dark, gothic, intimidating command structure. Centered around maps, Alterac artifacts, fine pelts, low lit chandlers, roaring fireplaces, a fine and long hardwood table and stone floors as DK Aiden Peranolde, Galv, random important Dark Ranger, and High Warlord Cromush gather around. A fine Forsaken throne centers the background as they converse and discuss.
It represents the new Forsaken, an opening Frostwolf Clan, and a renewed Alterac. I think were on to something. No need for skinny humans, or any humans. Just fine Alteraci undead citizens wanting to make more Swiss and orcs who want to play in the snow like they use to.
The only thing thatās laughable is the notion of surviving citizens of that Kingdom. Those who didnāt go down with the Prenoldes most likely fled to Lordaeron (to later die there.) and would have had any little reason to hold on to the nationality of a pocket duchy.
Frostwolves and forsaken donāt seem to get along that well as far as I can tell.
