You still have to time that +2 in the low 410s to get the +3. Sincerely, good luck doing that with a group of people who aren’t high enough ilvl to queue for a heroic dungeon.
And again, more appropriate equivalency is 6s and 7s, because you need to time a 6 (or +2 a 5/+3 a 4) to get the chance at hero loot at the end of the dungeon. And none of those are happening at low 410s.
