When i first got to dalaran i had that guy following me and it was annoying so i took the quest and abandoned it. Now i want to do that quest to get the artifact appearances for my DK and my Pally. Did the same thing on both. How can i get the quest again?
What are the levels of the affected characters?

Do you have any of the Harbinger/Dark Heart quests in Dalaran? That can cause phasing in the city until you complete those quests and the War Within intro if you didn’t
It doesn’t look like you abandoned the quest immediately, Zeem. You appear to have completed several quests.
On your Death Knight you selected which Artifact Weapon you want to do, which means you need to pick it up from that quest. That should be Durk Lankral who should be standing on Krasus’ Landing.
Note: If you have any War Within quests from the intro to the expansion, you likely will need to complete them to return the area to the current phase for that quest.
For your Paladin, you selected Truthguard and you completed those quests. You have the Artifact Weapon in your inventory. You also started your Class Hall campaign. The last quest you completed being A Sign From The Sky. You’ll want to go to the Eastern Plaguelands and Light’s Hope Chapel to continue.
Make sure you have Low Level Quests tracked since you are over the level for the quest.

So heres what i did because i noticed there was a couple quest i already did. I lvled another DK to 30 then go the call to war quest and followed the steps and when i got to Duskwood then to the Darkshire there so i swapped to my main dk and went there and sure enough there was the quest so im all good ty all.
