Ah… Okies, hi there Supporting folks. 
I’m putting this here because I’m not sure if they’re bugs… or just something is wrong with my phasing, or indeed, if I’m just being dumb. So, I recently got the Battered Hilt quest item that starts a quest for Quel’Delar. The first step of the quest is “The Battered Hilt” and you need to go to an area south of the Argent Tournament. However, the npc Caladis Brightspear is no longer there. I imagine it’s phasing but, I’m unable to find a local Wibbly Wobbly Timey Wimey Dragon to help with phasing issues. Is this one of those things that has been heaped on the pile of prepatch issues? I tried searching but was unsuccessful except for a few Wowhead comments that didn’t resolve anything. I also noted that on my way through Icecrown, not a herb or ore was to be seen, anywhere, on any level.

Unfortunately, this seems to be an ongoing problem for people. Since it’s a temporary event, the Bronze Dragonflight doesn’t want to be involved, so there’s no phasing back and forth.
It’s also highly unlikely to change, given the pre-release event ends when SL drops. So far, it seems like anything that involves the Icecrown zone (other than the event) is on hold until the 24th.
Noting some other comments here, and it likely is phased out due to the temporary event with the scourge invasion. I am not sure if a GM can help on this one, but you can try if you have not already.

If not, the event will end with the launch of Shadowlands.
Same problem with Myralion Sunblaze! I can’t do the quest because he’s missing!
Once the event is over the zone should return to “normal” allowing those quests to be completed again.
Don’t be dis scouraged.
