I had it when I logged in and selected a specialization, but just noticed at lvl 11-13 so far it is no longer in the spellbook and cannot cast via Macro.

This is a known bug from beta, and so apparently this client is directly imported from beta without any optimization.
Your only option is to re-spec and always leave one talent point empty. The moment you fill the last available talent point (regardless of your level), TV spell disappears
Yes! I finally went to Stormwind and reset my talents. Picked Ret again and Templar’s Verdict came back.
Unfortunately, I logged out again and it’s missing again.
I’m just going to take a break for a while.
