TBC Pre-Patch Taking forever to learn Claw Rank 2

On the TBC Pre-Patch on my Hunter, at level 10 I tamed an Encrusted Surf Crawler in Durotar to get Claw Rank 2 so i could go tame a Cat and teach it to it. Im now level 15 and I still have not been able to learn Claw Rank 2 form the Surf Crawler. I remember in Vanilla Classic it only took a few fights to learn the skill. Is this a bug with the Pre Patch, or am I doing something wrong here??

Stand really close to the crab while it’s fighting and make sure that attack is on auto-cast

Supposedly loyalty level helps learn skills quickly, but those random creatures never get past 2 before I get what I want. I have to kill about 8-10 mobs before learning a new skill

Don’t know if this works for hunters pets but INT (stat) helps learn skills faster, so maybe this would work for hunter pet skills?

You can get mage buff, and some int greens and skill up a little faster than base rate if it works. Maybe even buff the pet with int buff?

This may actually be the way. My gear has very, very little Intelect which would explain why learning skills seems to take longer now.

Sometimes gms disguise themselves as crawlers. May want to tame a different one.

Hunter pets are bugged right now. They arent gaining loyalty nor new skills. Has been the entire prepatch and Blizz hasnt responded at all.

I know it helps with weapon skills

Is this only at level 60 or something? Because I am definitely able to learn new skills on my non-max level Hunter. Just learned Dash 2, Claw 5, and Screech 2.
