Target has not selected a faction

So, I recently created a Panda alt and wanted to send bags to my new character, but I got a message saying “Target has not selected a faction”.

What does this mean and am I unable to send my new alts bags, like I have for the last 16 years.

I do not use alts very often and wanted to try one out, but not like this.

Any input would be greatly appreciated.

Pandas start out as neutral and when you finish their starting area you pick a faction. You can’t send bags to him until you finish the starting area because otherwise that would be a way to transfer items from horde to alliance.
