I have the quest Visions of Azeroth. It says “Talk to Khadgar in Dalaran to set off for Khaz Algar.” When I go to Dalaran he is there, but will not continue the quest line. I am not able to continue TWW questline because of this.
Just to verify, which Dalaran are you in? I think it’s Broken Islands, not Northrend.

When I turned level 70 it never gave me the option to accept that quest
Personally I would recommend CS,
but they may also move it to Quests. This is not so much a tech issue.
CS is Customer Support, TS is for technical issues like crashes.

The first appearance of the " Visions of Azeroth " quest is usually associated with a Silithius teleportation scroll that appears in your bags. Often times this will appear in your bags without the Talking head warning . Look in your bags for it.
Wowhead is saying the second time you talk with Khadgar is the quest "Citizens of Dalaran’ which could be what you are referring to. An icon is supposed to appear in the middle of the screen to activate the quest , but it will not appear if you are mounted at all and sometimes you have to walk away from Khadgar and come back to make it appear, (its buggy)
