I completed a quest earlier today and received the tabard. I got the quest near the portal–same place you get the quest that sends you through the dark portal once TBC happens.
i went there ran around tried going thru the portal, nada

It should be, I got it on both my characters today, run up grab the quest, kill 6 enemies, done.

I completed the quest on 2 toons today on NA. Maybe its a bug on OCE servers.

Maybe it got bugged out or the demons got to the giver? I got it first day.
