8.2.5 resolves the War Campaign without a raid. A certain black dragon says the battle against N’zoth is the “True Battle for Azeroth” (8.3 cough). We know Sylvanas will survive into the next expansion, we know Blizzard has said she will not be Garroshed and she will not be killed. We know she is the keynote WoW art choice for Blizzcon 2019. We also know they went out of their way to include the loyalist quest line throughout BfA with the promise of choices mattering. We know they said that people will see that Teldrassil and the events surrounding it was the right narrative choice by the end of BfA.
My money is on she will not be a raid boss.

The final tier can be 8.4 instead. Was it ever confirmed we’re getting 4 raids this expansion? Uldir, Dazz’alor, Eternal Palace, X? Because we could have 5. It’s not out of the ordinary.
Besides, as far as timing goes, I think we will have an 8.4 raid. Blizzcon is within 2 months, and they’d have to announce and beta test an entire expansion when 8.3 isn’t even announced yet.
In fact, I think announcing 8.3 and an expansion in the same Blizzcon is shooting themselves in the foot, as that gives the content they are still yet to release (8.3) an expiration date (the announced expansion).

God, this has nothing to do with her being a raid boss but it makes me want to punch a wall if they make it some transcendent plan nonsense.

Blizzard says a lot of things that end up not being true or never happening.
They’re runner up to Bethesda when it comes to false promises.
The old empire could be an entire xpac by itself.
