Well the current dev’s havent let the lore get in the way of their story yet, they just retcon or ignore.

I thought it was because she got part of her soul back (like how could that happen???) and was now no longer an undead but living.
Except that we have lore accounts of it actually working. Case in point, this cinematic…
To answer your question OP, Sylvanas is not like most undead, she breathes and uses her lungs like most other living things. She has even used her voice as a weapon on multiple occasions, so… yeah, attempting to strangle her is a valid tactic, and one she seems to acknowledge at least for a few seconds until the Night Warrior’s power wanes and Sylvanas gains the upper hand.
We do know that isn’t the case. She is a banshee possessing her original body. Been that way since WC3: TFT. Her body is just a puppet and her banshee soul is the puppet master. And just like any other banshee, she can leave her body behind.
So yeah, Tyrande during to choke Sylvanas makes no sense. As Sylvanas could’ve just left her body and fled.
She is a banshee and a banshee screaming is something they do. There is an actual reason why Sylvanas is called ‘The Banshee Queen’ you know. She was the first of the scourges banshees and many of her fellow elven banshees broke free from Ner’zhul thanks to Illidans failed spell. As the former ranger general of Silvermoon, she became their leader.
I doubt that was what blizzard was going for. But then again, what was stopping Sylvanas from just ditching her body and fighting Tyrande in her banshee form?
“gains”? Tyrande was never in control. The fact we see Sylvanas being able to smoke out there at will shows us that she just toyed with Tyrande and was never actually in danger, even when she went for choke. Sylvanas couldve just smoked out of there, but she acted for Tyrande to humiliate her even more. This is the only conclusion you can really get from this. Or maybe Sylvanas just forgot about her smoking powers, this would also fit well with the currently niveau of story…

Did you forget she also shouts ‘For the Horde’ in the Battle for Azeroth cinematic and it’s quite clear that it’s not coming from some telepathic banshee ability, but through her vocal cords, which require working lungs to use?
Watch the cinematic again. She collapses with Tyrande into the ground while they struggle and for a few brief seconds you can see the panic on Sylvanas’s face as Tyrande is crushing her throat. It’s only a few seconds though, because it’s then that the Night Warrior’s power begins to wane and she takes control of the fight.

In order to speak, you need to force air through your voicebox. So even if an undead doesn’t have to breathe, they need to move air through their larynx.
Unless they use magic to speak… but then they wouldn’t need to move their mouth and lips to do so either.
Which is obviously acting since she can smoke out of there at any time. The situation isnt acutally threatening to her. She is toying to humiliate Tyrande.
Actually no, she can’t. If she could she would have done it. There would be no point for her to struggle, or pry Tyrande’s hands away from her throat if she could just smoke out and have her fall through where she was, onto the grass.
Instead she struggles, then pries Tyrande’s hands off her throat. She only smokes out after Ysera shows up.
It makes no sense for her to let Tyrande choke her out if she could easily turn to smoke and get away from her. No sense at all. No, for that brief moment Sylvanas is vulnerable and she knows that, and she doesn’t regain her confidence until the Night Warrior’s power begins to wane and weaken Tyrande to the point where she has the upper hand.
Keep in mind for the entire fight she’s been on the defensive. Tyrande’s strength and speed were greater than hers, and she couldn’t land a blow anywhere. Even when she tried to draw her daggers, to use the same combat style she flawlessly beat Saurfang with, she was quickly put back on the defensive before being launched a fair distance away from one of Tyrande’s strikes. She was losing up until that point when the Night Warrior’s power abandoned Tyrande.
And? We have undead that can speak and they are just a ghost or a shade. Unless you think a ghost has lungs (LOL)
Well, she has a history of taunting her opponents. She was showboating over Bolvar while he was defeated and sitting in chains. She was toying with Saurfang (which obviously backfired mildly), so it would fit to her to do the same with Tyrande.
She smokes out just seconds after they land again, making it pretty clear that this was an option all along. The only reason Sylvanas left was that they had what they wanted (the sigil) and maybe its also possible that it would be too much to fight Ysera and Tyrande at the same time.
At the end of the day there wasnt a single hit that went unparried. It seemed like she was on the defensive, but sitting in the choke while she couldve gotten out at any time is a very clear indicator that she didnt consider this a dangerous situation at all. If she did, she wouldve went out. She didnt, so the only logical conclusion is that Tyrande was no threat to her.
Id like to see her perma glued in a giant Roach Motel 
without lungs, how does she even talk?

You really can’t bother Fanfic writers with details like not breathing. It destroys the narrative that Genocide Waifu should be desired.
According to lore (looking specifically at Before the Storm which has Sylvanas and other undead in it). Undead do not breathe, in fact they bring up several times how that makes Anduin uncomfortable because the undead and their undead horses are unnaturally still all the time - referring specifically to sylvanas at one point and the lack of rise and fall of her chest. However undead cannot heal so they can in a sense die -gradually over time they lose bits of themselves, and will eventually reach a point where they can no longer function. Blizzard ignores a lot of lore though. Technically sylvanas at any given moment could scream and murder everyone
