You don’t even know the rate of scaling down or what it hits at max targets. It may be exactly the same when you hit the max amount you can hit.
It’s also again just a significant buff in a raid when you’re healing fewer targets and you’re not at max atonements in a raid at all times.
Not counting full health allies makes it a significant buff in some situations as well.
