There have been changes to how it originally worked.

It would appear that it produces a visual lightning effect and nothing else. That’s not so much a change to how it originally worked so much as “it no longer does the thing it says, but it still makes cool visual effects while trying,” I think.

It does not, however, appear to do anything to Hati.

I’m not saying you’re wrong that it’s function is not what it was, but suggesting that it’s function was changed feels a bit dishonest; it’s function was removed.

Semantics aside, if you wish to see a change made to how the Essence Swapper functions currently, you will need to post your suggestions / feedback in a location from which it is gathered by Blizzard.

You can either submit your feedback in game OR you can post it on one of the Community Forums. Since this is Hunter related, perhaps the Hunter class forums would be useful as well.
