Is this something that is going to be disabled until a later phase? I’ve heard people on the beta have been cheesing a warlock up there and bypassing the flying requirement.

No it wasn’t, during most of TBC the netherstorm was too “unstable” to be summoned in, I remember being told this as I was too poor to afford my flying mount in the original TBC and had to wait to get kara attuned cause I couldn’t fly up there.
The restriction was removed in 2.4 so you could summon to netherstorm then.
If this goes by 2.4.3 then summoning would be allowed.
Unless you’re specifically asking them to remove it.
Who actually cares? Everybody will have flying anyway, and some of the dumbest, worst changes they made to retail that made it worst were changes that restricted player movement, such as no flying or the terrible concept of the Maw.

HOWEVER I can absolutely see them putting the restriction back in so you cant chain summon people up to the different dungeons and skip the 1k flying mount. Most people will have the funds necessary to reach getting a flying mount by then or at least after a little while of doing content. Hell, I remember just making almost 1k gold by questing 60-70, most people will dungeon grind then do the quests meaning you’re gonna make 2 or 3k without much of a fight… A chunk of people will have the gold to get epic flying near instantly
