Last season we were A/S tier and this season we are B tier. I have been really struggling to be competitive in raiding this season but others classes just seem to blow us away.

Pres is still A tier, and pumping pretty hard.
Not sure what you’re looking at, but the spec is great in terms of performance.

Been looking at sites like wowhead and wowmeta.
People really need to stop using tier lists as gospel on how good a class is.
Especially if they’re not raiding for HoF.
Pres is great for all current content.

0 resto shaman have killed Tindral
0 resto druids have killed Tindral
Need to go until #28 to find a resto shaman for m+
And resto shaman are supposed to be above us?

(And yes, for those 3? guilds that killed mythic tindral, maybe they could’ve used another healer.)
So you can still argue evokers are worse even though people aren’t ascending to as high places with better specs.
To be honest, my response is based on logs and information available to anyone.
I think for most content pres is fine with the exception of a few fights where it just sucks to be an evoker handicap.
Most fights are fine but as you said some just plain suck with how big the boss areas are and how much movement we have to do. I still say if your not going to improve evoker range at least let living flame be cast on the move with needing hover.

The only issue I’m having during boss fights right now is when storming is going on and I cannot dodge a tornado and I get launched up into the air while doing a empowered spell and my character just bugs out.

I’ll be honest I didn’t know that was a thing. I use the Big Blooms healing for Prevoker and my biggest issue is running out of mana and Blizzard is scaring me with this stupid upcoming 10% more mana cost for Prevoker. We can’t cast empowered spells while hovering so it’s not like we would suddenly become the hunters of healing if we could use living flame any time on the move.
I’m not sure if it’s been a thing happening recently or longer than that but my character will go up into the air and then I get prompted with a lua error. Happens every time. Having the 2 piece bonus helps because you’ll cast an instant living flame after every empowered spell.
But I get it I would love to cast while on the move other than hover. Sometimes I wonder if I should have gone Shaman lol.
Here is my Evoker BTW I know about the 2 and 4p bonus. But ya I’ve not run into an error while casting something empowered but I’ll test that and see if I run into the same issue.

TA and blossom are the highest costing and least efficient spells that pres has 
I generally just take the hps loss and run energy loop, but I’m also not a seasoned healer
You’re not wrong but I really hate losing someone when stasis is off coolsdown so that’s why I stick to big blooms. I make it work but am very mana starved.
I run TA but with nozdormus teachings for more empowers and try to cycle in disintegrates for energy loop to sustain mana. Once you drop t30 tier, bloom loses a chunk of its power. Tier swap and the TA nerf made me swap away from big bloom for more bloom/breath
