I really haven’t played horde in awhile, so decided to start unlocking the allied races. When I get to the Mag’har Orcs, i’m stuck due to an NPC not showing up. After completing “Echo of Garrosh”, I’m supposed to report to Chief Telemancer Oculeth, but he is nowhere to be found, I’ve walked around the great seal, even used a target macro to see if I could actually target him, but he’s nowhere to be seen.
I did do these quests on a boosted character, and wonder if this is conflicting with phasing as too why I cannot see him, I only have only one other 50+ horde character I can try this on, but i really don’t wanna do the quests all over again.
The telemancer requires you to unlock the BFA portal room.
Do the starter BFA quests to unlock the portal room and he will appear

I just went to the alt that i knew did bfa and it worked.

I am having the same issue. I just completed the Zandalari Troll questline and have no other allied race quest line open. Eitrigg is not in the embassy and Oculeth has no quest available in the Great Seal. I can talk to him, but no quest is available.
Clicking on the Orc Banner in the embassy, shows that all requirements have been met to grab this quest. But, I cannot find where it starts. Very frustrating.
Do you have a level 60 character for the faction. The quest I think was changed from 50 to 60 with the last update.

You do not have to be level 60. The quest finally opened up at 59. I did the questline for the Naga queen with this character, and it opened the quest chain. So, I guess what I take from this, is you MUST open the Allied races with the same character you completed the other main quest lines with. Even though it says the quests were completed, you cannot unlock the allied races with an alt!

Perhaps you are mistaken OP. You seem to have unlocked them 11/14/22.
All you have left for them is to unlock heritage.
All you need to do now is level a newly made one of that race from 20 to 50 or maybe it is up to 60 now. And then you get the armour. Cant boost it for an unlock. Must level it.
