I would like to report a bug 
regarding the quest of Legion Expansion, I will not speak the details as all the information is in this link below, thank you and a happy bug hunting! 
From myself I can only add that since game allows players to ācheatā itās way to new Dalaran without going through opening quest for Legion Expansion, system should not react to players presence there at all, unless Legion Expansion opening quest chain started/finished.
I also while had been trying to resolve this issue on my own encountered countless amount of people having same issue or relevant issue.
