Stopping Sarkareth turn in not showing up

I finished the quest “Stopping Sarkareth” and I am currently standing at the NPC to turn in the quest with it not there. I can see the turn in for it on my mini map but the option to turn in is just not there. I have tried abandoning the quest multiple times and it still did not fix the issue.
