Same for me. I have [Stopping Sarkareth] completed, Ebyssian is standing near the stairs at Aberrus Approach, ? is at the spot on the map but he only has a speech bubble over his head. I take it by all of the posts here, that it is a bug? Does anyone know if Blizzard is looking into this. Since, as mentioned above, it is a campaign quest, it would seem rather important.

Just ran into it here as well, abandoned the quest, left the area, flew back, gonna try a few phases as well.

Same issue here on my evoker. Complete quest, embarthal not available for the quest turn in.

So I turned War Mode on and it let me turn in the quest. Hope it works for everyone else.
