Baine isn’t a violent aggressive leader nor is he Metzen’s stand-in so he’s really not gonna do anything. Vol’jin did more as a ghost than he ever did as a warchief. Hell all he even did before that was crack wise at Garrosh then almost die to a random assassin. No wonder his people needed to be saved from murlocs.
