You’re a Mean One quest to kill the Greench only offers the blue Stolen Present to level 60 characters. All other characters receive the green Stolen Gift which does not have a chance to collect the old toys that people missed. In previous years, all characters with max level from previous expansion could loot it (level 50 now). I know the BFA mission table on sub-60s sometimes offers a mission for this, but it takes up to 3 days to complete and is not always offered.
Since there is some confusion over whether this was an error associate with the level adjustment, or whether it was intentional so that people only play (or buy) Shadowlands content, I wanted to put this in bug reports for someone to take a look.
UPDATE: Characters under level 60 who do the BFA mission table and receive the stolen present will receive an EMPTY box.

Same issue here. If I open the present at 60 will I get loot or will it still be empty?

Same issue here. I was able to open it from “You’re a mean one” quest from IF. But the BFA boat quest is empty for my main, and any toon under 60. (yes, my main isn’t 60 yet, because I’ve been helping fam and guildies)

Welp, finally went to get the Stolen Present from the Mission Table on my level 60 and she received the green Stolen Gift… My level 52 also got the green gift, and I’m assuming it’s the same for the rest. I guess they quietly “fixed it” so that lower levels could get junk rather than an empty box. What a ripoff lol.
Still have the blue one in my inventory. Still empty. Yay?

Wow talk about Christmas Grinches, blizzard clearly intended for only level 60s to be able to get it then. Would be nice if they gave an explanation why…

I know! It doesn’t help that the last several stolen presents I’ve received from the daily on my (now 2) level 60s have been disposable toys and fruitcakes 
I wonder if that’s broken, too.
Edit with update: I received a reply to my ticket this morning. Customer support sent me a green gift in the mail on the character I reported the bug for receiving an empty blue box and did not reply about my mention of the daily being bugged for 60s only. Looks like they are not going to say anything publicly about this change as of yet, but it must definitely be intended.

I’m lvl 41 and I just got my green Stolen Gift box but I can’t open it. When I try to it says “your level is not high enough”. What gives?
I am also experiencing this issue. My alts level 50-60 are getting the Blue quality Stolen Present while my alts above 60 are getting the Green quality Stolen Present. This should be reversed, correct? The Stolen Present even shows on the quest log as Green or Blue before you turn it in.
