This game tells me I can't add my phone number to my account because someone else is already using it. I confirmed the SMS code they sent to my phone, but I still can't add it.
Blizzard won't delete the other persons account for me because I don't have access to it. That makes no sense. If they're using my phone number I need to have it deleted so I can use it. I can't verify their contact information to the game master so they won't delete it.
I'm not sure how I go about getting their account details then.
I confirmed the SMS code they texted me. That should be enough to have it deleted as it proves it's my phone number.

You don't, there isn't anything Blizzard can do about this. If your number is being used by someone else that would be a problem you would need to take up with your phone company or someone. Blizzard can only go by the information they have on someones account. Somehow the person was able to add SMS protect using the number that you now have. I would check with your phone provider to see if the number you have was recycled.
This to me sounds like a case of an inactive or old phone number on an account before you got the number.

You seriously think that my phone company is going to be able to get into Blizzard's accounts and remove it? This has nothing to do with my phone company. Someone obviously had my number in the past.
What am I supposed to do, contact my phone company and tell them to update Blizzard's account? They're not going to have a clue what I'm talking about. Only Blizzard can update their customer accounts.
The system Blizzard has in place clearly doesn't work, because it doesn't account for the fact that phone numbers aren't social security numbers. You don't have the same phone number your entire life. People get new phone numbers, and there's no way that I can ever add security to my account unless I have this other person's account deleted, or they give me the phone number.
Giving Blizzard a photo ID in no way proves what my phone number is. My phone number is not listed on my photo ID.

Or, gee, iunno. Maybe getting a copy of your phone bill that shows your name and phone number, that ID that shows the same name, and then request that they simply remove it from the account in question as it no longer belongs to them.
Your plan of attack for getting this rectified is needlessly complicated and troublesome. Confirming the code that comes to the phone is simple enough by just handing the phone over to you, Blizzard has no way of confirming it.

It isn't a Blizzard system. SMS protect relies on the phone companies and local and federal laws. It is why you can't use prepaid numbers for it and some numbers won't register. The bottom line is that your number was used already and was recycled by your phone company. Blizzard can't give you information on somebodies account, no matter what phone number you have that is simply not close to secure.
They also can't just delete an account because you happen to have a phone number. You would need to either talk to Billing and see if they can do anything, or talk to your phone company about how your number is already in use by someone else. There really isn't anything that can be done via the forums.
To be honest this is the first and only time I have ever seen this happen with any kind of SMS protection program (which again isn't owned by Blizzard). You would think that this would be more of a problem with SMS protection systems as numbers are recycled sometimes.
Just to be sure, you're not adding any country code or additional symbols when adding it right?

Orlyia already addressed it. The reason I said you would need to submit I'd was to prove the accou t was indeed yours. On blizzards end.

Why do you think your phone number was stolen and not just a typo by the other partie?
probably the phone company recycled the number and the old owner had a wow account.
