I made a post on this issue few days back. I am still unable to purchase world of warcraft subscription from the store.
I recently contacted my bank and they say that international payment is enabled on my debit card
I purchased a game from GOG to test it out and that platform accepted my card without any issues
It’s only here that I continually get error. I click on pay now and it’s takes me back to previous screen that says

Some payment methods can’t be used for subscription payments.
Issue still not resolved 
I know that Blizzard cannot accept some cards from out of the country. It depends on the country of origin and past history.
Got Visa one. I had been using this card to pay for wow subscriptions for two years. It was very smooth
It just started happening this time.
It’s country of origin I believe. Is it a pre-paid card? They have quite a few update behind the scenes happen recently
Have you tried using PayPal?
Like I said, it’s most likely the country of origin. I read a report that quite a few bad cc transaction come from that part of the world. Perhaps Blizzard changed the policy.
I am setting account on that. That’s the only option left now.
A lot of stores still sell WoW time cards as well.
Have you submitted a support ticket to billing to have them take a look at the issue?
