Is it against TOS to boost myself with a starter edition acc lvl 20 helping my main acc toons complete dungeons on remix faster due to low lvl scaling and the cloak allowing for stats to scale to base caps?
By boost, do you mean using an alt WoW license to help a character on a different license?
No, it is not. As long as you are not using any kind of software/hardware to streamline or automate gameplay or otherwise mirror keystrokes, there isn’t anything against policy in multiboxing.
