Something is wrong with questing

Mobs stuck at level 30, all quests too low level

Vanilla-Classic levels 1-30 Pandaria 30-35 Warlords 35-40 Legion 40-45 BfA 45-50 Shadowlands 50-60 Pandaria through BfA can be done from low levels, but you run into issues with quests at some point because you need an appropriate level for the quest to appear. All that is assuming you aren’t using Chromie Time. But there still can be restrictions because some areas require flying, which you don’t get until level 30.

At level 46 you have outleveled Draenor by two expansions. If you want to complete Draenor, you need to switch to WoD Chromie Time. Otherwise you need to switch to BfA zones.
