After hitting 46 while leveling an alt, all of a sudden I can one or two shot any mob and my quests are only giving around 500xp and killing mobs are giving no xp. I have tried logging out and completely shutting down the game and it is still doing it.
where are u questing u may have outleveled ur expansion and can move onto shadowlands.

If you are not using chromie time, zones within an expansion have a range that they scale within - e.g. 1-30, 20-40, etc.
You have likely leveled beyond the scaling range for the zone you are in.
Right-click on the map to zoom out to the continent level. Hover your cursor over a zone to see it’s scaling range.

In Draenor like i have been since lvl 10 and it just started happening
Did you enter in Chromie time though?
That makes a difference.

Probably outlvled the zone ur in happens try moving onto the next zone ull notice a change each zone ahs its leveling scale.

At level 46 you have outleveled Draenor by two expansions. If you want to complete Draenor, you need to switch to WoD Chromie Time. Otherwise you need to switch to BfA zones.

Without Chromie time, Draenor stops scaling at level 40.
Thereafter, xp and mob difficulty is gradually decreased for 5 levels.
If you are more than 5 levels above the scaling range for an xpac, you get additional damage and healing to enable you to solo dungeons from the expansion and some raids.
