Solution to dual spec, lower respec cost to 10g

I feel like lower then respec cost would maintain some what the spirit of TBC

It has been brought up before, but doesn’t seem to generate much discussion. I don’t think anybody actually has any reasonable arguments against it.

Reducing respec fees solves more problems than dual spec would.
