It was already the lowest damage dealing tank. The “buffs” they would’ve received would have not take them over the top in any way. The post explaining the last minute nerf also specifically said the nerfs were aimed at frost dk.

The only way I could prove that statement wrong is if there was some kind of… data repository for players. Something that would store a bunch of information about their talents, their equipment, their rotations… all that kind of stuff. Something that could provide statistics that would conclusively demonstrate otherwise.
