Ok I got the time frame wrong (it was before I returned), but still…it’s fixed.

Gear upgrade, heritage armor bug

There was a hotfix that was pushed at the end of July that should prevent folks who use the Gear Update from experiencing this issue. The overall fix for the folks who had already used it had to be a DB resolution, which was completed August 2nd. Do you have a character that hasn’t been able to receive the Heritage Armor quest, Ogdenir? I didn’t see any characters that you recently logged into that would qualify except for your Void Elf, and you already completed that quest from what I can see…
