We also know there are more realms than just the 4 we traverse and interact with but I agree Pelegos has made it clear (though largely in the end of the Kyrian campaign) that he doesn’t approve of the maw. I can totally see them pulling a Lucifer/The Good Place (spoilers perhaps?) and turning the new “jailer/maw leader” into a rehab mixing the strengths of each covenant’s style to reform a soul and give them as many chances as needed to fix themselves and ascend to a better/final afterlife.
Maybe that involves reincarnating them so they can live a different life and make better choices? Maybe that involves brainwashing/ripping out traumatic memories that was the trigger for them becoming a bad person? Maybe they do need the sadistic forms of atonement the Venthyr offer to break them of their personality flaws and humble them?
In any event, I am quite sure his “judgment” of Sylvanas is going to fully redeem her…he knows full well the burden of carrying a mountain of doubt and shame and what it does to you and how it holds you back and he’ll resonate his own past with hers and that the only path forward for healing is to break the chains of that shame and doubt. Plus she gets brownie points because she totes helped us and it isn’t like all of this is “really” her fault anyway…Arthas was to blame (even though he was every bit a victim as her…except way worse AND he had a tougher role to resist AND he ended with a far worse fate).

I’m sure this will get buried but I think we’re looking in the right direction but not the right person, at the end of the Plaguefall dungeon the last boss yells before dying, “Don’t trust the baron”, the primus may not be a vassal of life but Draka is, she gave birth to Thrall and commands the undead forces of shadowlands. Which coincidentally, is running rampant on Azeroth during shadowlands and she has been shown going to other realms in warbringers outside of the realm of death. And she also has green eyes. The Jailer would make for a fine diversion if say a cunning orc with a history of conquest wanted to do something malevolent. And theres a lot of context missing from her story such as where her husband is and why the Primus got caught in the first place.
