Yeah looking at his gear he’s not touching 28k crits, let alone 32k. His LB crits will be around 24k with Stormkeeper and Skyfury active.

Go look at Tiqqle’s youtube video titled “8.1 Battleground Build Testing - Elemental Shaman PvP Daily BG 123 [BFA]” At around 7 mins into the vid he crits a hunter for 31, 972 with a Storm Keeper LB. He puts the combat log right in the middle of the screen to show it off. Can’t get much more clear evidence than that.
