I feel like these servers are already set up to be faction heavy according to their names. I probably want to be a druid - and I’m on east coast time - so I feel like I have to be a night elf

I don’t think it really matters. Playing with randos will be a lot less prevalent on HC.
Something tells me the two servers will be “clustered”, so server faction pop will be irrelevant. Especially since PvP is locked behind a hard flag, and if Diablo HC servers are anything to go by, PvP will be VERY scarce. At least until we start seeing max levels trying to grief, that end up getting griefed themselves
Is clustering the same thing as layering? What does each mean?
Yes and no. If you go or Ironforge you will see that Whitemane is the “main” server with the largest population and faction distribution. But you will also notice its “clustered” with a number of low population servers. With layering in place, being on one of those low pop servers is as good as being on Whitemane.
No. ‘Clusters’ is a community-derived term used to denote the groups of realms that have had Realm Connections (NOT Cross-realm - that is something altogether different) implemented. Realm connections are Blizzard’s version of a merge. They are permanent links where all players in a given cluster can group/guild/raid/trade/same AH/etc. with each other at all times. Layers are a technology used when a given ZONE has too many players in it at one time. These are spun out and collapsed dynamically as a way to maintain server stability.
