I realized there is a pit lord you can choose back in warcraft 3. So even back then there were neutral or rogue demons probably after the legion fell. Or I am looking for cope.

I would say that was mainly for game mechanics to mix things up in multiplayer matches. I mean you could also recruit Naga sea witches.

I would require that each head would need a player to run it.

If this was Pathfinder, each player would roll initiative each round and the winning player has control of the body for that round, unless one wishes to yield to the other.
