I’m having the same issue on my new BE Paladin, came here hoping I wasn’t alone.
Disabled all addons, tried all the other thing people mentioned, no luck…

Still bugged as of 05/27, also. The mage quest ‘Hidden Secrets’ quest, which doesn’t allow you to turn the quest in to the guy in the Shimmering Flats.
