This is for all the people who said this quest is bugged. There is another set of stairs at the OTHER side of the ship that takes you down one more level. That’s where you’ll find the Advisor.

Still bugged. I tried logging out, exiting the game, playing other characters, but it still wouldn’t spawn Ko"jan. can’t believe Blizz still won’t fix this
For those who know ship’s terms, there is another ladder aft of the cage that will take you below to the proper deck (Crew’s Quarters) where this person is actually located. YES, the up/down arrow indicator on the map is still wrong in 2022. Blizz is too lazy to fix it.
