So does every server (both in drama and ERP), even if there isn’t a place where they congregate like the Lion’s Pride Inn.
The vast majority of roleplayers on Moon Guard don’t care about it, and most of the legitimate guilds have rules in place to actively avoid the area because we just don’t care about it and don’t want to be associated with it.

Bottom line, never talk to anybody in pugs and ditch if they suck. Foolproof way to not deal with the system. There’s something to be said for something like this to be the intended way to be in an MMO but this is what thought policing gets you.
People will never agree on what is “toxic” or not anyway because the term is malleable enough to englobe virtually anything.

If you play with someone that’s terrible bad or toxic, just get some personal blacklist addon or write his name-realm in notepad so you can check to never queue with this person again.
Can’t understand why people just want blizzard to decide who is worthy or not, neither why people thinks that calling someone’s dps too low will improve it like magic or make the player start the Bruce Lee’s training routine.

Person verbally abuses tank/healer - gets silenced. Can no longer verbally abuse another tank/healer.

The silence punishment just needs to be removed from the game altogether, not added to.
There is no recourse for false reports (…say, by a group of friends/guildies) or abuse.
Over in the BG forum, there is a poster that has literally been silenced for up to a year. It’s just bizarre, and waaay too excessive of a punishment versus the other infractions.
Legit cheaters, exploiters, and RMT offenders receive a much lighter punishment, despite being far more serious violations - it makes no sense at all
If they insist on keeping it in the game, it should at least “reset” every year or just be converted to a “flat” penalty of X days.
Removing the “stacks” component would lessen instances of abuse like the poster I mentioned with a “1 year” silence at the hands of false-flagging trolls.
Any automated and easily-abuseable-by-players system (like silence) should never “stack”.

Silences don’t seem to be terribly common in game to begin with, much less system abuse examples. I’m sure it could be abused if say a guild, or entire raid team rallied behind a cause. But just a couple of people isn’t enough to warrant an automatic system action in an otherwise unjustified case. And frankly, those kinds of shenanigans are only going to work once or twice before the reviewers (who still get to review automatic action) catch on.
I used to do a ton of Battlegrounds and when they implemented the flag system, it was abused all the time by people from the same guilds and even multi-boxerrs.
Never been on the receiving end of it because again, stranger danger, but still stupid.
I don’t see how this is different.
