It’s still something you’re missing out on forever if you don’t manage to get it in that time period.
There’s also the matter of someone being actually good enough individually, but being unable to find a guild or group to run with to earn it on their own. Or, they’re a part of one, but drama ends up destroying it before they’re able to finish. I’ve been in both situations.
When that happens, why shouldn’t I just buy an AotC carry, or try to get in on one of those “Friendship XXX” runs?
The only way you’re gonna stop paid carries is to make them unappealing. Blizz can stop putting limited time crap in those places for starters.

To much reading for me to be bothered with but I think if you mean with in game currency (gold), yes it is fine.
Once those purple spider monkeys start throwing bricks, now that’s a party.
I think it largely helps hinder 3rd party sites pushing real money sales. If it’s done via gold Blizzard is okay with it, but if it results in people making money off their game without their permission they aren’t.
That would be hilarious actually! 
I’m talking about this though. The GIF just reminded me of getting slapped in the face the other night in arena

I sometimes forget that PvP talent exists.
I would support them if they took action against it, but it’s not so important to me. It gives talented players more rewards, which I appreciate (I’d never be able to do a mythic +10 or more with just 4 actual players, lol). I don’t mind if people get carries (TBH most people were carried at some point in time), but when those people take my spot in groups because they bought their AOTC achievement, I feel pretty disappointed. BUT ever since I’ve started to make my own groups, it’s been just fine for me and I accept people without AOTC so they they won’t be stuck in a catch-22.
What if we replace Glaive Toss with Brick Toss?
Well REAL LIFE money is forbidden so that should always be stopped… but past that… with Gold… it’s been a thing since forever ALMOST.
It’s also very niche.
If you stop feeling this need to feel special to what you earned VS. what someone bought, things will be alright.

It’s honestly the same thing thing as buying a token except blizzard gets the money instead.

It’s not just Chinese servers, go Google wow lurking schemer’s band purchase and you will find 10 of the top 13 sites selling this and many other items to pretty much any server in any region. As long as the Chinese server is running the way it is, this spills into all regions and all servers and affects everyone.
