I’m not surprised. During wod subscription numbers were in a freefall and capital cities had no crz. Now, it takes a dozen or more realms to make those cities seem busy.
That was largely why CRZ exists. Servers are largely barren except for a handful which house about 90% of the WOW playing population: Sargeras, Tichondrius, Mal’Ganis, Stormrage, Illidan and Proudmoore. Without CRZ, servers that are dead would have no way for people to quest in the open world. Without cross-realm heroic pugs, most servers wouldn’t see heroic or maybe even normal raiding.

While I think the CensusPlus numbers seem low, there was that Blizz employee who said 70% of the users in retail WoW come from China? IMO that would make sense if the population is decreasing but wouldn’t make sense if there was still a high population?
Considering the fact that unless every single player used this “census” addon there’s no way for these numbers to be accurate I don’t think Blizzard or Activision cares if he posts it. Only 23k people? That’s not even the number of people on one classic server.
